Ahead of the elections, the latest report on Bihar's electorate highlights a strategic focus by Chief Minister Nitish Kumar's government on three key demographics: women, youth, and the elderly. A raft of recently launched schemes and announcements appears tailored to consolidate support among these influential voter blocs.

The Focus On Bihar's 40.7 Million Female Voters

According to the 2025 electoral update, women constitute a formidable 47.7 per cent of the electorate, numbering 40.7 million. Their high turnout in the 2020 Assembly election, at 59.7 per cent, underscores their political significance.

Recent government initiatives aimed directly at this group include:

Chief Minister Women's Employment Scheme (MukhyamantriMahila Rozgar Yojana): This highly discussed scheme promises a grant of Rs 10,000 this month to one woman from every household to start a business. Following a six-month assessment, they will be eligible for a further Rs 200,000.

Chief Minister Women Entrepreneur Scheme (MukhyamantriMahilaUdyami Yojana): Under this existing program, 877 women have already received financial assistance to establish industries. The scheme provides up to Rs 1 million, half of which is a grant. A total of Rs 6.089 billion has been disbursed to women through this initiative so far.

Increased Honorariums: The government recently increased the pay for approximately 230,000 Anganwadi workers and helpers. Similarly, the monthly incentive for nearly 100,000 ASHA workers was tripled from Rs 1,000 to Rs 3,000, with a similar hike for Mamta workers.

Appealing To The Youth Demographic

Young voters under the age of 30 represent a significant segment of the electorate, making up nearly a third of all voters. To appeal to this group, the government has made several key announcements:

Jobs and Employment: A promise to create 10 million jobs and employment opportunities for young people between 2025 and 2030.

Skill Development: Key initiatives to enhance employability include the establishment of a dedicated Skill University and a new internship scheme.

Representation: The formation of a Bihar Youth Commission to address the concerns of young citizens.

Consolidating Support Among The Elderly

The government has also made a significant move to support its senior citizens.

Increased Pension: The pension amount under the Chief Minister Elderly Persons' Scheme (MukhyamantriVridhjan Yojana) has been more than doubled, from Rs 400 to Rs 1,100 per month.

Wide Reach: So far, 11.3 million elderly individuals have been brought under the purview of this scheme, covering a large portion of the senior citizen population, which includes over 12.8 million voters above the age of 60.
