In a major administrative overhaul, the Bihar Government has reassigned responsibilities for 10 Indian Administrative Service (IAS) officers. The reshuffle, announced via a notification from the General Administration Department on Tuesday, includes the appointment of new Divisional Commissioners and the filling of several key department head positions.
New Divisional Commissioner Appointments
The state has appointed new leadership across four major divisions:
Munger Division: Prem Singh Meena, previously an Additional Member of the Board of Revenue, takes over as Commissioner.
Saran Division: Manish Kumar, Secretary of the Dairy, Fisheries and Animal Resources Department, has been moved to this post.
Tirhut Division: GirivarDayal Singh, Secretary of the Board of Revenue, is the new Divisional Commissioner.
Bhagalpur Division: Avnish Kumar Singh, who was previously holding additional charge of Munger, has been formally posted here.
Key Departmental Shifts
Several Additional Chief Secretaries and Principal Secretaries have been moved to streamline governance:
Planning And Development: Vijayalakshmi N (ACS, Dairy, Fisheries and Animal Resources) has been appointed as the Additional Chief Secretary of Planning and Development. She will also oversee the Bihar State Planning Board and the Disaster Rehabilitation and Reconstruction Society.
Rural Development: Pankaj Kumar moves from his role as Principal Secretary of Agriculture to lead the Rural Development Department.
Agriculture: Narmadeshwar Lal, formerly Principal Secretary of Sugarcane Industry, has been handed the Agriculture portfolio.
Urban Development: Vinay Kumar, who was awaiting a posting, has been appointed Principal Secretary of Urban Development and Housing.
Sugarcane Industry: K Senthil Kumar has been moved from Planning and Development to serve as Principal Secretary of Sugarcane Industry.
Board of Revenue: Sanjiv Hans (1997-batch), who was awaiting orders, has been posted as an Additional Member of the Board of Revenue.
Additional Charges And Special Responsibilities
In addition to the primary transfers, several officers have been tasked with overseeing extra departments:
Sandeep Kumar R Pudakalkatti: The Secretary of Urban Development and Housing will now also serve as MD for the Bihar Scheduled Caste Cooperative Development Corporation Ltd.
Nilesh Ramchandra Deore: The Special Secretary of Civil Aviation has been given additional charge as Tourism Secretary.
Amit Kumar Pandey: Currently Executive Director of the State Health Committee, he will now also lead the Bihar Medical Services and Infrastructure Corporation Ltd (BMSICL).
Sports Department: Mahendra Kumar (Director, SBPDCL) has been named Special Secretary for Sports, while Arif Ahsan (State Transport Commissioner) takes on the additional role of Director of Sports.
