The Department of Mines and Geology in Bihar has decided to take strict, technology-based measures to effectively control illegal sand mining and transportation. Preparations are underway to install an Automatic Number Plate Recognition (ANPR) system at major border check posts on the state's borders. The objective of this system is to curb the illegal movement of sand from neighbouring states and to ensure transparent monitoring of mineral transportation.
Real-Time Digital Verification And Alerts
Through the ANPR system, the number plate of every sand-laden vehicle passing through a check post will be automatically scanned and linked to the department's central server. The vehicle's registration, e-challan, permit, and time limit can be instantly verified digitally. As soon as vehicles without valid documents or those deviating from their prescribed route are identified, an alert will be issued, enabling on-the-spot action.
Multi-Layered Surveillance: CCTV, GPS And Drones
According to the Department of Mines and Geology, a multi-layered strategy is being adopted to prevent sand theft. CCTV cameras have been installed at sensitive ghats and border areas, and there are plans to install more. Along with ANPR, GPS-based vehicle tracking, the e-challan system, drone and satellite surveillance, and the activity of special enforcement teams at the district level are being increased.

Reducing Corruption And Protecting Environment
The department believes that the use of technology will reduce human intervention, which will decrease collusion and corruption. It will also curb revenue evasion and strengthen environmental balance. Considering the damage caused by illegal mining to river flows, embankments, and surrounding areas, this step is considered very important.

Strict Legal Action Against Offenders
The state government has clarified that strict legal action will be taken against vehicle owners, drivers, and concerned officials found to be involved in sand theft. It is expected that the implementation of the ANPR system will effectively curb the illegal sand trade in Bihar.
