The Bihar Education Department has announced that approximately 5.90 Lakh teachers, currently employed across 71,863 elementary and 9,360 secondary and higher secondary schools, will now receive their salaries through the HRMS (Human Resource Management System) portal. This payment will be strictly calculated based on their daily online attendance records.
This initiative is designed to ensure that headmasters, head teachers, and general teaching staff receive their payments on time, effectively addressing long-standing complaints regarding salary delays. Furthermore, the move is expected to significantly improve punctuality and the overall presence of teachers in government schools.
High-Level Review And Implementation
The decision follows a high-level review conducted by the Education Department's Additional Chief Secretary, Dr B Rajender. Following the meeting, formal instructions were dispatched to all Regional Deputy Directors, District Education Officers (DEOs) and District Programme Officers.

The order mandates that all teaching staff must mark their daily attendance via the e-Shikshakosh mobile app. The HRMS and e-Shikshakosh technical teams are currently collaborating to establish a data-sharing protocol so that attendance logs can be used for payroll processing immediately. The department aims to have this system fully functional by March.
Accountability: Eight DEOs Issued Show-Cause Notices
The department is taking administrative delays seriously. Show-cause notices have been issued to the District Education Officers of Patna, Saharsa, Aurangabad, Jamui, Begusarai, Gopalganj, Jehanabad and Katihar. This action was taken after it was discovered that these districts had a resolution rate of 15 per cent or less for teacher grievances related to pending salaries and service corrections.
On the other hand, the department praised 17 districts including Banka, Khagaria, Darbhanga, Kaimur, Nalanda and Shivhar—for successfully resolving over 75 per cent of the complaints filed by teachers.
Resolving 1.46 Lakh Grievances Via District Camps
With over 1.46 lakh online complaints regarding salary discrepancies and seniority issues currently pending, the department has ordered districts to organise dedicated grievance camps. Once these issues are resolved, the status must be updated on the e-Shikshakosh portal to maintain transparency.
Digital Transition: E-Service Books By March 31
In another major digital shift, all government teachers and school employees will be issued an e-Service Book by March 31, 2026. This digital record will serve as a permanent repository for:
- Appointment and confirmation details.
- Salary fixation, promotions and transfers.
- Educational and training certificates.
- Leave history, awards and any departmental proceedings.
