Signaling a decisive shift in governance style upon taking charge, Chief Minister Nitish Kumar has initiated a massive overhaul of Bihar’s administrative machinery. In a clear indication that "business as usual" will not continue, the state government transferred 35 IAS officers on Friday. This follows a previous large-scale reshuffle on December 8, bringing the total number of transferred officers to 51 within days of the government's formation.

A Strategic "Administrative Reset"

Observers view this flurry of transfers not merely as a routine exercise but as a calculated restructuring of power centers. The government has signaled that performance, trust, and delivery are now the primary criteria for administrative assignments. Officers enjoying the government's confidence have been entrusted with key departments and sensitive districts, while the portfolios of several senior bureaucrats have been realigned.

Key Secretariat Appointments And Priorities

The new postings reflect the government's "New Map of Priorities," focusing on social justice, digital infrastructure and urban development.

Social Justice: To strengthen the social welfare agenda, K Senthil Kumar has been given additional charge of the Scheduled Caste and Scheduled Tribe Welfare Department.

Digital Governance And Metro: Abhay Kumar Singh has been appointed Secretary of the Information Technology Department to accelerate technological reforms. He has also been assigned the responsibility of Managing Director for both Beltron and the Patna Metro Rail Corporation, signaling a push for e-governance and smart city projects.

Urban Development: Sandeep Kumar R. Pudakalkatti has been posted as the Urban Development Secretary. He has also been assigned additional charge of the Patna Metro, a move expected to provide momentum to urban projects and metro construction.

Mining And Revenue: DiveshSehra has been appointed Secretary of the Mines and Geology Department. He will also oversee the Bihar State Mineral Corporation and the Mineral Development Corporation.

Planning And Development: Mayank Warwade has been posted to the Planning and Development Department, indicating the government's intent to tighten the monitoring of development schemes.

Focus On Districts And Law And Order

Significant changes have also been implemented at the district level. The government has deployed a mix of young and experienced officers to districts considered sensitive regarding border security and law and order.

This comprehensive reshuffle is being interpreted as an open declaration of the Nitish government's intent to reset the bureaucracy across three fronts: development, law and order, and good governance.
