In a major move to reduce traffic congestion at Delhi’s 156 toll plazas, the Municipal Corporation of Delhi (MCD) has abolished exemptions on the Environment Compensation Charge (ECC) for commercial goods vehicles. From now on, ECC will be collected from all commercial vehicles entering the city.
Previously, vehicles carrying essential goods such as milk and vegetables enjoyed a 100 per cent exemption, while empty goods vehicles received a 50 per cent concession. These exemptions have now been removed following directions from the Supreme Court, which accepted an intervention petition filed by the MCD calling for uniformity in ECC collection.

Earlier, drivers claiming exemptions had their vehicles inspected and recorded via videography and photography at toll plazas. This process caused long queues, as vehicles behind had to wait during inspections. With the removal of exemptions, such checks are no longer necessary, allowing smoother traffic flow.
The change is expected to increase the Delhi government's revenue from ECC. Implemented in 2015 to curb air pollution, the ECC has collected Rs 1,298 crore between 2015 and 2021. On average, around 70,000 commercial vehicles, including trucks, buses, and light commercial vehicles, enter Delhi daily. ECC rates are now fixed at Rs 1,400 per entry for small goods vehicles and Rs 2,600 for large goods vehicles.

However, transporters have criticised the move. Rajendra Kapoor, President of the All India Motor and Goods Transport Association, called it an “anti-trade decision,” warning that levying ECC on essential goods could increase prices and hurt businesses, especially amid rising inflation.
Among the 156 toll plazas, 13 key entry points handle 85 per cent of commercial traffic, including Rajokri, Badarpur, Ghazipur Main, Ghazipur Old, Kalindi Kunj, Singhu Border, and Bhopura Border. These locations are expected to see a significant reduction in traffic jams due to the new ECC rule.
