Jagran Correspondent, New Delhi. The Delhi government has initiated the process of developing a comprehensive regulatory framework for coaching institutes operating in the capital. According to the plan, the government will integrate the currently fragmented monitoring system across various agencies and establish clear and strict rules for the operation of coaching institutes.
The decision has been taken to prevent a tragedy like 2024, when three students died at a coaching centre in Old Rajendra Nagar after rainwater had accumulated inside the basement they were in. The move aims at ensuring no recurrence of such a tragedy in the future.
What's Delhi govt plan?
The Rekha Gupta government will set rules ranging from student safety to fees, building standards, fire safety, and accountability.
Education, Higher Education, Technical Education, and Urban Development Minister Ashish Sood on Thursday held a high-level meeting of various departments for this purpose.
He said the government is taking the issue of coaching institutes very seriously and will not allow such a tragedy to happen again.
Additionally, a multidisciplinary committee will be formed to study various aspects and develop detailed guidelines. According to officials, this policy will not be limited to safety alone, but will also focus on the overall development of students and ensuring accountability within coaching institutes.
Regular inspection and compliance monitoring on cards
Based on the report of the Justice (Retired) RK Gauba Committee, constituted by the Delhi High Court, this policy will cover student safety and well-being, mental health support and counselling, fire and disaster management, building safety compliance, emergency evacuation, work standards for faculty and staff, and a grievance redressal mechanism. Regular inspections and compliance monitoring of coaching institutes will also be mandatory.
The meeting also emphasised that a large number of students from various states across the country come to Delhi to prepare for competitive examinations. Therefore, it is the government's responsibility to ensure their safety, mental health, and educational interests.
Govt aims to bring more transparency in functioning
Sood stated that the proposed framework, once implemented, will bring greater transparency and accountability to the functioning of coaching institutes. The government claims that Delhi will become the first state in the country to regulate coaching institutes, implementing comprehensive guidelines focused on the overall development and safety of students.
