In a first after 22 years, the Lok Sabha on Thursday passed a resolution on Motion of Thanks on the President's Address without a reply from the Prime Minister.
Prime Minister Narendra Modi was to reply to the President's Address in the Lok Sabha on Wednesday, but the house erupted in ruckus and was adjourned.
The Motion of Thanks was put to a vote and was adopted on Thursday afternoon before the House was again adjourned till 4 PM.
Meanwhile, Congress's in charge of communication and Rajya Sabha MP Jairam Ramesh recalled the last such incident from 2004 when the then PM late Dr Manmohan Singh was prevented from replying to the Motion of Thanks.
He shared a video of Dr Singh's 2005 address where he recalled the disruption from a year before. Ramesh said, "This is the video of Dr Manmohan Singh’s speech on March 10 2005 - where he refers to the fact that he was prevented from replying to the Motion of Thanks on June 10, 2004."
Although the history repeated itself after 22 years on Thursday, Ramesh has been posting about it since Wednesday.
In an X post on Wednesday night, he said, "To recall and remind - on June 10 2004, the Prime Minister was prevented by the BJP from speaking on the Motion of Thanks to the President’s Address."
In another post, he wrote an excerpt of former PM Dr Singh from the March 10, 2004, speech.
Why was the 2004 motion passed without discussion?
In 2004, the Motion of Thanks was passed without discussion in the Lok Sabha, and PM Singh was prevented from speaking over fierce protest by the Opposition, led by the BJP, over tainted ministers. The Opposition had demanded that the then PM oust Lalo Prasad Yadav and other RJD ministers.
What happened in Lok Sabha?
President Droupadi Murmu had addressed the joint sitting of the Parliament at the start of the Budget Session. The Motion of Thanks was taken up on Tuesday, during which LoP Rahul Gandhi tried to quote an unpublished memoir of former Army chief Manoj Mukund Naravane on the national security issue concerning China. This led to widespread sloganeering from the Treasury Bench. Speaker Om Birla didn't allow Gandhi to continue citing rules ,after which the House erupted in chaos and was adjourned.

On Wednesday, the House saw another chaotic adjournment when the Opposition MPs didn't allow PM Modi to speak. On Thursday, the motion was adopted amid disruptions.
Three days of the Lok Sabha proceedings, time and public money were wasted as people's issue took a back seat in the face of political rivalry between PM Modi and Rahul Gandhi.
