Delhi is set to implement a series of pollution-control measures from Sunday, November 1, as part of its winter action plan to tackle deteriorating air quality. The new restrictions will affect vehicles entering the capital, fuel purchases, parking charges, construction activities and office attendance.

Vehicles registered outside Delhi that do not meet BS-VI emission standards will be barred from entering the city until January 31, 2027. The government will also enforce the 'No PUC, No Fuel' rule, double parking charges at authorised facilities and require government and private offices to ensure that 50 per cent of their employees work from home.

Here is a look at the major changes coming into effect in Delhi from November 1.

What Changes In Delhi From November 1?

1. Entry Ban On Non-BS-VI Vehicles

No non-BS-VI vehicles coming from outside Delhi will be permitted to enter the national capital from November 1 to January 31, 2027.

This ban will include petrol and diesel vehicles, with exceptions for CNG and electric vehicles, as well as certain emergency and essential service vehicles.

2. 'No PUC, No Fuel' Rule

As per the new order, vehicles without a valid PUC will not be provided fuel at petrol pumps and other fuel outlets.

The strategy will include petrol, diesel, CNG and LPG outlets. Authorities will rely on Automatic Number Plate Recognition (ANPR) gadgets at fuel stations to determine vehicles and verify law and order.

3. Double Parking Charges

Parking charges at authorised parking facilities across Delhi will be doubled from November 1, 2026, to February 28, 2027.

The move aims to discourage the use of private vehicles during the winter pollution season. Delhi Metro parking facilities and electric vehicles are exempt from the additional charges.

4. 50 Per Cent Work From Home

Government and private offices will be required to ensure that 50 per cent of their employees work from home from November 1 to January 31, 2027.

The measure is intended to reduce daily vehicular movement and traffic congestion. Employers will also be encouraged to promote carpooling and the use of public transport.

5. Restrictions On Construction Activities

Dust-generating demolition work and outdoor civil construction activities will remain prohibited from November 1 to January 31, 2027, subject to specified exemptions.

A complete ban on construction and demolition activities will be imposed from December 10, 2026, to January 20, 2027.

6. Restrictions On Interstate Buses And Trucks

Under the revised pollution-control rules, interstate buses entering Delhi must meet the prescribed emission standards. Buses running on BS-VI diesel, CNG or electricity will be permitted, subject to applicable rules.

Non-BS-VI goods vehicles registered outside Delhi will also face entry restrictions. Trucks passing through Delhi without the city as their destination will be required to use the Eastern or Western Peripheral Expressway.

7. Action Against Open Burning

Authorities will intensify action against the open burning of garbage, dry leaves, plastic and other waste materials.

- BS-VI-compliant petrol and diesel vehicles.

- CNG and electric vehicles.

- Ambulances and fire service vehicles.

- Specified police, emergency and essential-duty vehicles.

However, being a commercial vehicle does not automatically make it exempt. Vehicles must meet the applicable emission standards or fall under a notified exemption.

- Municipal Corporation of Delhi (MCD): 8:30 am to 5 pm.
