Delhi: The Delhi government has announced a series of measures to curb air pollution across the national capital during the 2026-27 winter season. Starting November 1, the plan imposes a complete ban on dust-generating construction and demolition work, mandates 50 per cent work-from-home for government and private offices, and increases parking charges.

Construction And Material Restrictions

  • Ban On Construction and Demolition: Dust-generating demolition work and outdoor civil construction activity will be prohibited from November 1, 2026 to January 31, 2027.
  • Peak Restrictions: From December 10, 2026, to January 20, 2027, all construction activities will be completely banned, and outside vehicles carrying sand, gravel, and cement will be barred from entering Delhi.

50% Work-From-Home And Staggered Timings

  • 50% Work-From-Home: Government and private offices must operate at 50 per cent physical capacity from November 1, 2026, to February 28, 2027, with the remaining staff working from home. Essential services are exempt.
  • Staggered Timings: MCD offices will function from 8:30 AM to 5:00 PM, and Delhi government offices will operate from 10:00 AM to 6:30 PM to reduce traffic congestion.

Double Parking Charges And Vehicle Restrictions

  • Doubled Parking Charges: Parking fees at municipal parking sites will double from November 1, 2026, to February 28, 2027. Metro parking is exempt.
  • BS-6 Vehicle Restrictions: Vehicles registered outside Delhi below BS-6 emission standards will be barred from entering between November 1, 2026 and February 28, 2027. Electric vehicles, CNG vehicles, and emergency services are exempt.
  • Mandatory PUCC: Fuel stations will not dispense fuel without a valid Pollution Under Control Certificate (PUCC).

Hotspot Management And Dust Control Measures

    • 3-Km Hotspot Inspections: District Magistrates are reviewing pollution sources within a three-kilometre radius of 62 identified hotspots, focusing on cremation grounds, waste dumps, and demolition sites. Pollution at 42 hotspots has been controlled so far.
    • Fortnightly Deep Cleaning: Joint teams from the DPCC, MCD, and Delhi Police will conduct road deep-cleaning every 15 days to remove dust, along with developing roadside green/brown patches.
  • Fleet Addition And Heated Shelters: 150 new electric buses are being added to the city fleet. Under the 'Zero Burning' initiative, temporary heated shelters are being set up to discourage open fires during winter.
