Naidunia Correspondent, Banwar | A shocking case has come to light in Madhya Pradesh's Damoh that raises questions about the functioning of the electricity department. A pre-litigation notice from the electricity department with a payable amount of Rs 1.86 crore was issued in the name of farmer Gole Singh Lodhi under the Banwar distribution centre.
The appearance of a notice for such a large sum of money caused panic among farmers and villagers. The notice lists the case under sections 126/135/138 of the Electricity Act 2003. According to departmental documents, the case was prepared by the Vigilance (O&M) team on June 18, 2025, and the Panchnama number is also included in the notice.
Penalty Bill Amount Is Stated As Zero
The biggest question is how the amount of Rs 1.86 crore was determined in the name of a farmer. The notice shows the amount of the compounding charge as Rs 1.86 crore, while the penalty bill amount is stated as zero. The matter becomes even more serious when a department official was questioned about the entire matter. Nohta JE Pooja stated that this bill was received by mistake and will be corrected once the bill unlocking process begins.
Farmer Asked To Settle The Bill At National Lok Adalat
In the notice, the department has mentioned the resolution of the matter through mutual consent in the National Lok Adalat on September 12, 2026 and exemption as per rules, but when the department itself is saying that the bill was sent by mistake, then the question also arises as to why the need arose to send a Lok Adalat notice to the farmer.

The matter has raised many questions about the electricity department's billing system, investigation process, and accountability. It remains to be seen when the bill will be corrected and when the department will provide a clear answer as to how such an errant bill bearing a huge amount was sent to the farmer.
