As September comes to an end, several important changes related to banking, taxes, LPG, UPI, NPS and railways will come into effect from October 1, 2026. These changes could affect millions of consumers and taxpayers across the country.
The changes include LPG Aadhaar authentication, new SBI ATM transaction limits, changes in UPI transactions, new NPS charges, changes in property purchase rules and stricter railway ticket-checking rules.
Here’s a look at the major changes coming into effect from tomorrow.
- New LPG Rules
From October 1, domestic LPG customers will have to complete biometric Aadhaar authentication to book a refill at the applicable retail price and receive the subsidy.
Customers who do not complete the authentication process will still be able to purchase LPG, but they will have to pay the applicable market price without the subsidy, subject to the rules of the respective oil marketing companies.
- SBI Reduces Free ATM Transactions
If you have a salary account with the State Bank of India (SBI), the number of free cash withdrawals at other banks’ ATMs will be reduced from 10 to five per month from October.
If you go beyond the free limit, charges will apply. These charges may apply not only to cash withdrawals but also to services such as checking your balance and getting a mini statement.
For Basic Savings Bank Deposit Accounts (BSBDA), cash withdrawals will remain free up to four times a month. After that, a charge of Rs 15 plus GST will apply.

- New Property Purchase Rules
From October 1, 2026, resident individuals and Hindu Undivided Families (HUFs) buying property from non-resident Indians (NRIs) will no longer need to get a Tax Deduction Account Number (TAN). They can use their Permanent Account Number (PAN) instead.
This change will make the property-buying process simpler by reducing the paperwork involved.

Earlier, buyers purchasing property from an NRI had to apply for a separate TAN. Under the new rules, they can use their existing PAN instead.
- Changes in Fixed Deposit Rules
From October 1, banks will have to publish bulk fixed deposit (FD) interest rates online every working day. The rates must be published by 10:00 a.m., as per the Reserve Bank of India (RBI) guidelines.
Under the new rules, FDs booked on the same date will have the same applicable interest rate.
- New Railway Ticket-Checking Rules
Central Railway will run a special “Ticket Checking Campaign” from October 1 to October 31. One of the key requirements during the campaign will be “One Ticket, One Original ID.”
This means passengers may need to show both their valid ticket and their original identity document during ticket checks. Carrying only a valid ticket may not be enough.
- New NPS Account Opening Fee
The National Pension System (NPS) and NPS Lite will have a new fee structure from October 1.
People opening an NPS account through a Point of Presence (PoP) service provider will have to pay a new onboarding fee of Rs 200 per Permanent Retirement Account Number (PRAN).
