New Vehicle Rules: From now on, you won’t be able to sell or transfer your vehicle if there are any outstanding toll fees attached to it. The Ministry has made it clear that no No Objection Certificate (NOC) will be issued for vehicle transfer, fitness renewals, or permits unless all toll dues have been paid. In fact, vehicles with unpaid toll charges could even be blocked.
In a decisive step, the government has introduced significant changes to vehicle regulations, which could affect car owners who have unpaid toll fees. The Ministry of Road Transport and Highways (MoRTH) has updated the Central Motor Vehicles Rules, 2026, to strengthen enforcement of toll payments on national highways.
The focus of these changes is to ensure timely toll payments, improve the electronic tolling system, and prevent people from evading their toll charges. This initiative also ties into the upcoming transition to barrier-free tolling, where vehicles will no longer need to stop at toll booths.
Under the new rules, toll payments are now directly linked to the vehicle’s records. This means that if there are any unpaid toll charges, it can cause serious complications when attempting to sell or transfer the vehicle.
A key update is the introduction of a new term: "unpaid user fee." This refers to toll charges that have been recorded electronically but have not been paid.
If a vehicle has any unpaid toll fees, the owner will not be issued a No Objection Certificate (NOC). Without an NOC, the vehicle cannot be transferred, sold, or moved to another state. In simple terms, all toll dues must be settled before any change of ownership can take place.
Vehicles with outstanding toll fees will also face difficulties when applying for or renewing a Certificate of Fitness. This certificate is required for older vehicles and all commercial vehicles to remain legally fit for use on the roads.
For commercial vehicles applying for a National Permit, the rules clearly stipulate that no unpaid toll fees can be associated with the vehicle. If there are any outstanding dues, the permit application will be rejected.
Additionally, MoRTH has updated Form 28, which is used to request an NOC. Vehicle owners will now be required to disclose any pending toll payments and provide details related to them.
