JHALSA Launches Winter Relief Drive: Night Shelters And Legal Aid For Jharkhand's Homeless

The Jharkhand State Legal Services Authority (JHALSA) has launched an initiative to protect homeless and helpless people from the cold. JHALSA has directed the District Legal Services Authorities to provide shelter and necessary assistance to individuals living on pavements. For this purpose, special teams will be formed to identify homeless people at night, transport them to night shelters (rain baseras), and help them access the benefits of government schemes.

JHALSA has launched a special initiative to provide relief to the homeless and helpless during the severe cold.

The Jharkhand State Legal Services Authority (JHALSA) has launched a special humanitarian initiative aimed at providing immediate relief to homeless and helpless individuals during the severe winter season.

Justice Sujit Narayan Prasad, Executive Chairperson of JHALSA, has issued strict directives to all District Legal Services Authorities (DLSAs) to ensure that people living on pavements and in open spaces are provided with immediate shelter and necessary assistance.

Formation Of Special Night Patrol Teams

To effectively implement this initiative, Justice Prasad has ordered the formation of special task forces at the district level.

Composition: These teams will consist of panel lawyers, retainer lawyers, and paralegal volunteers.

Mission: The teams will conduct night patrols across various parts of the cities to identify homeless individuals, with a specific focus on women, children, and those sleeping in the open.

Action: Identified individuals will be immediately relocated to night shelters (rain baseras).

Infrastructure And Amenities

The directive emphasises not just shelter, but the quality of care provided. The DLSA secretaries have been instructed to coordinate with municipal corporations to review the condition of existing shelters.

Capacity Building: Authorities must immediately address any shortcomings in current facilities. If necessary, additional temporary shelters must be established.

Essential Supplies: Districts are mandated to ensure the priority availability of blankets, woolen clothes, food, and bonfires (alav) to combat the cold.

Long-Term Social Security

Beyond immediate relief, the initiative aims to provide sustainable support. The directive states that the process of linking these marginalized individuals with government social security schemes must be expedited to ensure their long-term welfare.

Ensuring Dignity And Safety

This initiative addresses the severe hardships faced by pavement dwellers, who are often victims of accidents and health-related complications during the cold season. By collaborating with governmental and non-governmental organisations, JHALSA aims to protect the fundamental rights of the weaker sections of society.

This step is driven not only by humanitarian compassion but also by a commitment to ensuring a safe and dignified life for the state's most vulnerable citizens.
