Jharkhand Governor Approves Coaching Centre Regulation Bill 2025: New Rules For Fees, Timings And Safety

The Governor of Jharkhand has approved the 'Jharkhand Coaching Centre (Control and Regulation) Bill, 2025'. This bill will regulate the registration, control, and minimum standards for coaching centres in the state. It aims to protect student interests and bring transparency to fees and operations. It includes strict rules for institutions with over 50 students, such as a bank guarantee and the appointment of a psychiatrist, to prevent arbitrary practices.

Jharkhand Governor Approves Coaching Centre Regulation Bill 2025: New Rules For Fees, Timings And Safety
Governor Santosh Kumar Gangwar has granted his assent to the ‘Jharkhand Coaching Centre (Control and Regulation) Bill, 2025’.

Governor Santosh Kumar Gangwar on Tuesday gave his assent to the ‘Jharkhand Coaching Centre (Control and Regulation) Bill, 2025’, passed by the Jharkhand Legislative Assembly. This bill provides for the registration, control, regulation, and determination of minimum standards for coaching centres in the state. It includes provisions to protect the interests of students and ensure the safety of those enrolled in coaching centres.

Scope And Transparency Requirements

The bill has been introduced to regulate coaching institutions in the state with more than 50 students, aiming to bring transparency to fees, infrastructure, and operations. Transparency will be required in fees, infrastructure, and operations. Every centre will be required to regularly provide detailed information about its prescribed fees, courses, tutors and infrastructure to the regulatory committee and on its web portal.

Operational Rules And Student Welfare

These are the key points in the bill. Coaching institutions will have to obtain parental permission before enrolling students under the age of 16. Institutions will operate only from 6 am to a maximum of 9 pm. Each student must be provided with a minimum of one square metre of seating space. A grievance cell must be established for students and parents.

Strict Compliance And Penalties

It includes strict rules such as a Rs 500,000 bank guarantee, separate registration, and the appointment of a psychiatrist in centres with more than 1,000 students, with provisions for fines and blacklisting for violations.
