Central Govt Implements ‘SNA Sparsh’ System To Curb Idle Funds, Organises Workshop For State Depts In Lucknow

In a significant reform aimed at enhancing financial discipline and transparency, the Government of India has introduced a new system under which funds for centrally sponsored schemes will now be released only after bills are submitted by implementing agencies. The move is expected to ensure efficient budget utilisation, reduce idle funds in departmental accounts, and maintain a healthy balance in both central and state treasuries.

The newly implemented SNA Sparsh system (Single Nodal Agency – Smart Payment and Reconciliation System for Schemes) is designed to bring efficiency, transparency, and accountability in the execution of central schemes.

Under the previous system, scheme funds were released in advance to departments by both the Centre and the states. If no immediate work took place, these funds often remained unutilised in departmental accounts. Payments were made to implementing agencies later, as bills were raised.

The new model reverses this flow. Now, funds will be released only after the submission of bills by implementing agencies, ensuring that government money is linked directly to progress on the ground. The government aims to adopt a "pay-as-you-progress" approach, where budget outflow matches the actual pace of project implementation.

A workshop on the SNA Sparsh system was held in Lucknow on Monday, where officials from the Government of India briefed state departmental representatives on the new process and its benefits.

According to the Finance Department, the system has already been adopted for 28 out of 67 centrally sponsored schemes. Efforts are underway to bring the remaining 39 schemes under this framework, and the current workshop is part of that transition process.

Officials believe the reform will prevent budgetary funds from lying idle, improve fund flow mechanisms, and ultimately ensure that developmental schemes deliver results faster and more transparently.
