A significant conflict has erupted at the Community Health Centre (CHC) in Junawai, where several Community Health Officers (CHOs) have launched a protest against the Medical Officer-in-charge (MOIC), Dr Naresh Yadav. The protesting officers have submitted a memorandum addressed to the District Magistrate via the Block Development Officer (BDO), leveling serious allegations of corruption, verbal abuse and harassment.

The Allegations

Male and female CHOs posted in the Junawai village area including Ankit, Bhupendra, Alok, Seema Sauni, Rizwan, Krishna, Ajay, Anshu, Aniket, Meenakshi, Komal, Meera, Manisha, and Akash—have accused Dr Yadav of severe misconduct.

Verbal Abuse: The officers allege that Dr Naresh Yadav frequently uses abusive language towards them in the presence of villagers, causing mental harassment.

Corruption and Threats: The complainants claim that the MOIC demands a share of money from the "Untied Fund" and the Performance-Based Incentive (PBI). They alleged that refusal to pay results in threats of contract termination.

Harassment Of Female Staff: In a serious accusation, the memorandum states that Dr Naresh Yadav makes WhatsApp calls to female CHOs at night.

Official Investigation

Chief Medical Officer (CMO) Dr Tarun Pathak acknowledged the unrest. He stated that a formal complaint has been received from the CHOs against Dr Naresh Yadav. An investigation is currently underway, and strict action will be taken against anyone found guilty once the probe is concluded.

Counter-Statement By Dr Naresh Yadav

Dr Naresh Yadav has categorically denied the allegations, terming them baseless and a reaction to his strict administrative measures.

Inspection Findings: Dr Yadav stated that he inspected the CHO office in Humayunpur on December 22. During the visit, he claimed to have found expired medicines and HIV kits, as well as a dirty toilet.

Funding and Performance: He noted that while Rs 45,000 was provided by the department last year for maintenance and medicines, the amount was not received this year. He asserted that the PBI amount for the CHOs was withheld specifically due to their "poor performance," not because of any bribery demands.

Upcoming Assessment: He mentioned that a national-level assessment program is scheduled for tomorrow in Humayunpur, after which he plans to discuss the entire matter with the CMO.
