The second phase of the One-Time Settlement (OTS) scheme launched by the Uttar Pradesh electricity department has commenced, offering defaulters another opportunity to clear pending dues at discounted rates.
During the first phase of the scheme, Madhyanchal Vidyut Vitran Nigam Limited (MVVNL) collected more than Rs 970 crore across 19 districts. While defaulters were earlier offered a 25 per cent discount on their total outstanding amount, the rebate has now been revised to 20 per cent in the second phase.

For the first time, the power department is also extending a discount on the principal amount, whereas earlier OTS schemes provided relief only on interest components.
MVVNL Managing Director Riya Kejriwal said consumers must register by paying Rs 2,000, which will later be adjusted against their outstanding dues. She described the scheme as a “golden opportunity” for defaulters to settle long-pending electricity bills and instructed field engineers to actively reach out to consumers and encourage participation.
The OTS benefits are available to domestic consumers with a load of up to 2 kW and commercial consumers with a load of up to 1 kW. After registration, consumers can clear their dues either through a lump sum payment or by opting for easy monthly instalments.

Under the scheme, instalment options of Rs 500 and Rs 750 per month have been introduced to make payments more affordable.
Timeline of Discounts
- Second Phase: January 4 to January 31 - 20 per cent discount on principal arrears
- Third Phase: February 1 to February 28 - 15 per cent discount on principal arrears
Officials said the scheme aims to reduce outstanding power dues while providing financial relief to consumers.
