The Uttarakhand State Election Commission is facing significant embarrassment after the Supreme Court dismissed its appeal and imposed a fine of Rs 200,000 for negligence during the three-tier panchayat elections. The penalty stems from the commission's decision to allow candidates whose names appeared on two separate voter lists to contest the election.
The issue came to light when an investigation revealed that over 700 candidates had their names registered on dual voter lists, yet were permitted to run for office and were subsequently declared winners. Despite objections being raised at the time of the election, the commission ignored the rules and allowed these candidates to participate.
Following a complaint from a social activist, the High Court ruled that the dual voter lists were illegal and ordered the commission to take appropriate action against the involved candidates. However, instead of complying with the directive, the State Election Commission appealed the decision directly to the Supreme Court.

During the hearing, the Supreme Court took a stern stance, admonishing the commission by stating that its role is not to interpret the law but to conduct fair elections. Finding no merit in the commission's arguments, the court dismissed the appeal and imposed the hefty fine.
