Although the specific date for the Special Intensive Revision (SIR) of the electoral roll in Uttarakhand has not yet been announced, the Chief Electoral Officer's office has proactively initiated preparations. A primary focus of this preliminary work is a comparative analysis of the current electoral roll against the 2003 electoral roll.
Additionally, authorities are compiling data on voters who have shifted their districts to ensure detailed and accurate records. This strategic verification is intended to streamline the upcoming process; once the SIR officially commences, verification personnel will not be required to collect documentation from every single voter.
Timeline And Verification Process
The Election Commission of India initially launched the SIR in Bihar, and the exercise is currently underway in 12 states, including Uttar Pradesh. As these ongoing revisions are scheduled to continue until February, it is anticipated that the SIR in Uttarakhand may also begin in February.
To prepare, the State Election Commission is currently identifying voters whose names appear in both the 2003 and 2025 electoral rolls. These names are being segregated to verify district changes, eliminate duplications, and ensure data accuracy. The State Chief Electoral Officer’s office estimates that this methodology will facilitate the matching of approximately 50 to 60 per cent of voters before the fieldwork begins.
Mandatory Forms And Document Submission
Under the SIR guidelines, every voter will be required to fill out a form. However, the submission of supporting documents will be conditional. Documents will only be required from voters whose names were included in the electoral roll at a later stage. Significantly, voters whose parents' names were already present in the 2003 electoral roll will be exempt from submitting these documents.

Instructions For Voters
To prevent unnecessary inconvenience and assist election personnel, voters who have changed their address or assembly constituency must report these changes to their Booth Level Officer immediately. Both the 2003 and 2025 electoral rolls are currently available for viewing on the Election Commission's website.
Official Statement
State Chief Electoral Officer VVRC Purushottam confirmed that the work of correcting the state's voter list has already begun through this comparative study. He noted that comparing the current data with the 2003 voter list now will significantly help in correcting and finalizing the electoral roll once the SIR formally starts.
