Citizens in these areas will receive training on how to respond during simulated enemy air raids, including the use of air-raid sirens, drop-and-cover techniques and finding nearby shelters. Sudden blackouts will be conducted at night to simulate hiding cities from aerial surveillance—a tactic last used during the 1971 Bangladesh War.

Workshops in schools, offices and public spaces will teach basic first aid, evacuation procedures and how to remain calm in emergency situations. Bunkers and trenches will also be cleaned and readied.
