Mumbai:  In a major relief to lakhs of Mumbaikars, more than 25,000 buildings in the metropolis, that have long been denied Occupation Certificates (OCs), will soon be regularised under a new government policy, Maharashtra Guardian Minister for Mumbai Suburbs Ashish Shelar announced on Thursday.

The move, which comes ahead of the upcoming civic polls, aims to provide legal recognition to the structures that have been occupied for years, but were still considered “unauthorised”, news agency PTI reported.

Details About The New Policy To Obtain OCs In Mumbai

Starting October 2, the Urban Development Department will roll out a simplified, transparent policy to grant OCs to the residents. Under this policy, buildings with withheld OCs due to technical lapses, floor space discrepancies, setback violations, or regulatory changes will be eligible for regularisation. In addition to this, if developers fail to meet obligations, like handing over reserved flats or spaces, residents will not face penalties while obtaining OCs.

Shelar called the move “pro-people” and urged the residents to take advantage of this opportunity from October 2 onwards. Residents can apply for OCs online without any extra charges. “They can apply individually or jointly for part-OC. No penalty will be levied if the application is made within the first six months. However, premiums will apply in cases involving excess FSI usage,” he added.

How To Apply For OCs Online? A Step-By-Step Guide

- Visit the Official Website: Begin the process by visiting the official website of the Building Plan Management of the Urban Development Department.

- Access the OC Service: On the homepage, click on the “Full Occupancy Certificate” under the Online Services section.

- Register Yourself: If you are applying for the first time, select the “New Registration” option. Fill in the necessary information like Applicant Name, Email ID, Mobile Number, Address, etc and then click on Submit to complete the registration process.

- Login: Once the registration is completed, you will be redirected to the login page. Fill in your email address and password to log in.

- Create Proposal for Occupancy: Start a new application by filling in the details about the completed building and uploading the documents required.

- Pay-Pre Approval Charges: Once you have uploaded the documents, you may pay the pre-approval charges for the approval.

- Verification: The Assistant Town Planner (ATP) reviews the uploaded documents and conducts a site visit for verification.

- Final Approval: After verification, the application is sent to the Chief Officer for approval. He/she reviews the application details and approves the proposal.

- Post-Approval Payment: The ATP will verify the project for charges levied to the applicant. The applicant will pay the post-approval fee online for the proposal through the portal.

- Digital Signing of OC: Once the payment is received, the ATP will digitally sign the Full Occupancy Certificate. The applicant can download the digitally signed OC from the official website.
