Prime Minister Narendra Modi has described chip manufacturing in India as a “win-win situation", calling the HCL-Foxconn semiconductor facility a historic milestone in the country’s technology journey. Speaking at the foundation stone laying ceremony of the new chip factory in Uttar Pradesh, the Prime Minister highlighted India’s push to reduce dependence on imported technology and emerge as a global chip powerhouse.

Foxconn Partnership Signals Global Confidence in India

Addressing the gathering, Modi said, “Today, the coming of giant companies like Foxconn to India and cooperating in chip manufacturing also carries a global message. A democratic country like India is a reliable partner of the world. India's increasing participation in any value chain will also increase the resilience of that value chain. Therefore, India’s identity as the factory of the world is like a win-win situation for India and other countries of the world.”

The project is a joint venture between HCL and Foxconn, officially named India Chip Private Limited.

The facility will be set up at the Yamuna Expressway Industrial Development Authority near the upcoming Jewar Airport, with an investment of Rs 3,700 crore. Once operational in 2028, the plant is expected to manufacture 3.6 crore chips per month.

Union IT Minister Ashwini Vaishnaw said, “In the last 11 years, the Prime Minister has established India as a powerhouse of electronics manufacturing. India is now ranked third among nations that export electronics.”

According to Press Trust of India (PTI), the project will generate over 3,500 direct and indirect jobs and process up to 20,000 wafers per month. While addressing virtually, PM Narendra Modi emphasised that semiconductors are the “soul” of modern technologies such as AI, 5G, electric vehicles and defence systems.

The HCL-Foxconn semiconductor plant is a massive boost for India's tech independence. It's really going to ramp up our domestic chip production, help build up local suppliers, and create jobs. Basically, this sets up India to be a strong, competitive global player in the semiconductor market this decade.
