WhatsApp has begun testing new measures to combat spam and unwanted outreach, such as limiting how many messages users can send before receiving a response in new chats. WaBetaInfo recently observed this feature within version 2.25.31.5 of their Android beta, designed to ensure communication is balanced and responsible across its platform.
According to reports, WhatsApp may set a monthly cap on how many messages individuals and businesses can send to contacts who have yet to reply, though those that receive replies won't count towards this limit, thus enabling normal dialogue.

WhatsApp's system aims to discourage mass messaging and cold outreach by accounts that repeatedly message without engagement from senders who approach a threshold limit for unengaged messages or calls. When these senders approach this threshold limit, WhatsApp will alert users within the app as well as display an overview of their monthly messaging activity in settings – however, this won't interfere with ongoing conversations, as users can still respond freely to any future texts or calls sent or received.
A report from TechCrunch suggests WhatsApp’s goal is to make interactions more intentional and reduce digital intrusion. The feature will reportedly apply to both personal and business accounts, maintaining fairness across user types.

WhatsApp is also building a “Message Limit Exception” form, allowing users or businesses to request additional message capacity. Legitimate reasons — like business communication, reconnecting after device changes, or coordinating large-scale events — can be cited in these requests, which will undergo platform review before approval.
The company hasn’t disclosed the exact message limit, but the feature is currently under testing and could roll out to beta users in the coming weeks before a wider release.
