List Of Fully Literate Indian States:  In 2025, many Indian states from each part of the nation have crossed the fully literate state mark, all thanks to social and economic advancements here. ‘Fully Literate’ states are those that reach or surpass the 95 per cent literacy rate level, as per India's Ministry of Education. In other words, in a fully literate state, nearly all eligible individuals of seven years of age and above can write and read, which highlights widespread access to foundational education and successful state-level reform. Recently, a north Indian state has become the fourth fully literate state of India. Let’s learn about these states and other fully-literate states of India as per the PIB data.

Which Is The First Fully Literate States In India?

1. Mizoram 

Achievement: Mizoram is the first fully literate state of India, with a 98.2 per cent literacy level, in May 2025.

- Key Factors: Huge community involvement, ongoing government reforms, effective roll-out of adult literacy schemes, and particular focus on education for women.

- Impact: Provides a new national standard, showing the effectiveness of bottom-up movements and focused government action in education.

2. Goa

- Achievement: Goa is the second fully literate state of India, with a 96 per cent literacy rate.

3. Tripura

4. Himachal Pradesh

- Achievement: Himachal Pradesh became the fourth fully-literate state of India on September 8th, 2025. The northern state is also the happiest state in India.

- Impact: Himachal's success is noteworthy for North India, and it sends the message that geography and rural difficulties can never be the reason to attain development, a quality education and a healthcare system.

5. Ladakh

Ladakh was declared the first fully literate Union Territory on June 24, 2024. All thanks to the effective rollout of the ULLAS - Nav Bharat Saaksharta Karyakram, a government literacy program consistent with the National Education Policy 2020. The state’s key focus areas were foundational literacy, numeracy, basic life skills, basic education, vocational skills, and continuing education, which empower both children and adults.
