Top 10 Indian States:  India's justice system is a multifaceted entity, which makes sure of the better functioning of police, prisons, judiciary, and legal aid. Many of the Indian states have established strong systems for safety, fairness, and access to justice over the years, with better policies and continuous efforts. Southern states are still at the top of the rankings as they have invested in institutional reform, technology, and people's participation. To know more, here’s a list of the top 10 Indian states that excel in police, prisons, judiciary and legal aid, as per the India Justice Report 2025.

1. Karnataka

Karnataka tops the list of top 10 Indian States with the best justice delivery, the state outshone performance on all four pillars -police, prisons, judiciary and legal aid. The state police are known for their technology-based policing and community engagement, while the judiciary is fairly efficient concerning caseloads. Prisons are governed with a main focus on rehabilitation, and legal aid systems are also available for citizens to get timely assistance.

2. Tamil Nadu

Tamil Nadu leads especially in prison administration with low undertrial ratios and high staff-to-inmate ratios. The judiciary of the state is responsive, however, the police modernisation was not easy in the stater. Additionally, Tamil Nadu is a front-runner in appointing women officers and the state is also making significant efforts to make its justice delivery system stronger.

3. Telangana

Telangana's justice system has showcased outstanding policing efforts like SHE Teams for women's safety and command control integrated centres. The judiciary and legal aid initiatives by the state also facilitate quick access to justice in the state. Prisons are also managed with an aim of reform and rehabilitation.

4. Gujarat

Gujarat have outshone other Indian states due to its surveillance technology and effective policing. Judiciary and prison systems in the state have also consistently improved, while legal aid is progressively becoming more accessible for all.

5. Andhra Pradesh

Andhra Pradesh has gone a long way in modernising its police force and introducing better legal reforms. The state focuses on training, digital FIRs, and policing. Its judiciary and prison administration have also undergone considerable improvements in recent times.

6. Kerala

Kerala's high social awareness and literacy help deliver justice effectively. The state enjoys people-friendly policing, open judicial proceedings, and effective legal aid networks. Prisons are run with a focus on rehabilitation and reintegration.

7. Jharkhand

Jharkhand has become safer for its citizens with its improved police infrastructure and increased legal aid. The state has put extra emphasis on rural and tribal areas so that justice serves to all. Judicial reforms have also helped in pending cases.

8. Madhya Pradesh

Madhya Pradesh has updated its special task forces and wildlife crime prevention units. The efforts like reducing case backlogs, improving legal aid and prison reform is making the justice system of the state more inclusive for all.

9. Chhattisgarh

Odisha is focusing on disaster management, community policing, and court outreach, all are responsible for enhanced public safety and the administration of justice. The state's investment in upgrading its police force and increasing judicial infrastructure is yielding high returns in terms of efficiency and accessibility.
