Zheng Yongnian, policy advisor to the Chinese government, has claimed that the Department of Government Efficiency (DOGE), headed by Elon Musk and Indian-origin entrepreneur Vivek Ramaswamy, will be the biggest threat to China, as they will put immense pressure on China's current system, and Beijing will have to compete with a more efficient US political system than before.
Zheng Yongnian, dean of the School of Public Policy at the Chinese University of Hong Kong (Shenzhen), while speaking at the Baichuan Forum on November 23, affirmed that the success of DOGE will bring a change in the relations between the US and China. He also pointed out that a competitive US system will also put pressure on European countries. Yongnian was speaking at the event hosted by the Institute for International Affairs (IIA).
"A more efficient US political system would put huge pressure on China’s current system. Of course, the pressure is not exclusive to China but also affects others, especially Europe,” Yongnian was quoted as saying by PTI. He further warned that these institutional reforms should not be underestimated, especially if these are proposed by figures like Musk. “In the medium to long term, the greatest pressure on China may come from changes within the US. ...I think we should not underestimate the institutional reforms prioritised by figures like Musk,” he stated.
Zheng suggested that China must come up with its own institutional changes to counter the initiatives of the US. Zheng emphasised that China needs to reduce its dependence on the Western countries and focus on its domestic growth. "Fully tapping into internal growth potential is something we must do," he said. He also warned China of the additional tariffs that Trump may impose during his second term as the US president.

Donald Trump assigned Musk and Ramaswamy to lead the DOGE which is expected to play a vital role during his regime. However, this is not a government agency and will advise the government from outside.
