The Special Intensive Revision (SIR) process, currently underway in 12 states and Union Territories since November 4, has led to a case emerging from Rampur. The case involves an FIR filed after false information was submitted in an SIR form, leading to a formal investigation. Three individuals have been named in the case.
The incident came into light during the digitisation of Booth Level Officer (BLO) forms, involves a woman named Noorjahan, who has been living abroad in Dubai and Kuwait for several years. She allegedly submitted fraudulent details about her two sons and forged signatures on the SIR form. The irregularity came to light during the SIR process when the voter lists for Rampur’s Assembly Constituency 37, Block 248, were digitised.
District Magistrate Ajay Kumar Dwivedi confirmed the process is being carried out with the utmost seriousness and transparency across all constituencies in the district.
During the revision, it was found that voter numbers 645 (Aamir, residing in Dubai) and 648 (Danish, residing in Kuwait) had been registered under Noorjahan’s name. Investigations revealed that Noorjahan had concealed information and submitted the forms fraudulently, in violation of electoral regulations. As a result, the District Magistrate directed the Assistant Registration Officer to file an FIR at the local police station.
An FIR was registered on Friday at the Civil Lines police station based on a complaint from Dinesh Kumar, a supervisor involved in the SIR process for the Rampur Assembly constituency. The complaint stated that Noorjahan, a resident of Jwala Nagar, submitted forms on behalf of her sons, both of whom have been living abroad for several years.
The accused have been booked under Sections 237 (false declaration) and 318(2) (fraud) of the Bharatiya Nyaya Sanhita, along with relevant provisions of the Representation of the People Act, 1950.

Key Points for Filing SIR Forms:
- If a voter is registered in two locations, they must only submit a form from their actual place of residence.
- Submitting forms from a location other than the actual residence, providing false information, concealing facts, or maintaining dual registrations is a punishable offence under Election Commission rules.
- Strict legal action will be taken against anyone found violating these rules.
- Voters or their family members who have submitted forms from incorrect locations can contact their BLO to make necessary corrections immediately.
- If errors are not rectified or are discovered by authorities, strict legal action will be taken as per the applicable rules.
- The District Magistrate urged all voters to provide accurate and up-to-date information during the SIR process and warned against concealing facts or submitting false details.
