IAS Transfers In UP: In a major administrative reshuffle, the Uttar Pradesh government has transferred 23 Indian Administrative Service (IAS) officers, including the district magistrates of Gautam Buddh Nagar (Noida), Ghaziabad, Prayagraj, and Kaushambi.

Medha Roopam – New DM of Gautam Buddh Nagar (Noida)

Among the major changes, Medha Roopam, a 2014-batch IAS officer, has been appointed as the new District Magistrate of Gautam Buddha Nagar, replacing Manish Kumar Verma. Verma, in turn, will take charge as the DM of Prayagraj. Roopam, known to be a trusted officer of Chief Minister Yogi Adityanath, brings a unique background to her administrative role, she was a competitive shooter before joining the IAS.

Verma, a 2011-batch officer of the Uttar Pradesh cadre, has previously held roles including Additional CEO in the Noida Authority and CDO in Mathura and Pratapgarh. His experience in these diverse roles is expected to serve him well in Prayagraj.

Verma has also served as the DM of Kaushambi for about two and a half years, and earlier as DM of Jaunpur. A native of Kushinagar, his familiarity with the region's dynamics is expected to aid in his new assignment.

Ravindra Kumar Mandhad – New DM of Ghaziabad

The change in Prayagraj's leadership happened before CM Yogi Adityanath’s recent visit. On Saturday night, Ravindra Kumar Mandhad, who had been serving as DM of Prayagraj since 17 September 2024, was relieved of his position and transferred to Ghaziabad. According to Jagran.com, Mandhad had been seeking a transfer to the NCR region, where his wife, Dr. Kavita, is a railway officer currently posted in Delhi.
 

A Rajasthan native and 2012-batch IAS officer, Mandhad made his mark in Prayagraj through a series of firm administrative decisions. In response to public complaints, he removed multiple revenue officers including three SDMs, four Tehsildars, five Naib Tehsildars, and took action against 16 Lekhpals. His tenure included overseeing large-scale events like the Prayagraj Kumbh, and he earned recognition for initiatives in water conservation and anti-malnutrition efforts.

Deepak Kumar Meena – New DM of Gorakhpur

Taking over from Mandhad in Ghaziabad is Deepak Kumar Meena, who will now serve as DM of Gorakhpur, the home constituency of CM Yogi Adityanath. Meena, a 2011-batch IAS officer and IIT Kharagpur alumnus, served as Ghaziabad DM since January 19, 2025. He was credited with successfully managing the 2025 Kanwar Yatra, ensuring safety and smooth operations during the massive annual pilgrimage.

Meena also led a high-level inquiry into the Prateek Grand City sewage flooding incident, probing illegal drain diversions and official lapses. Under his watch, an Integrated Control Room with a 200-camera surveillance system was set up, and 750 civil defence volunteers were deployed to manage crowds along sensitive routes.

Krishna Karunesh – Appointed As Additional CEO, Noida Authority

Next is Krishna Karunesh, who had been serving as DM of Gorakhpur, has been named Additional CEO of the Noida Authority. As Gorakhpur’s district magistrate, Karunesh played a central role in negotiating a key MoU for the city’s airport expansion, an ambitious project that ramped up passenger capacity from 270 to 2,500 per hour and support up to 200 daily flights.
