The Uttar Pradesh Housing and Development Council is set to reopen registration for the sale of flats across the state starting September 1. As part of the third phase of its special registration scheme, the council aims to sell over 11,800 vacant flats, including 2,500 in Lucknow alone. People seeking affordable housing options can book flats through the official website, and those opting for lump sum payment will receive a 5 per cent discount.
According to Additional Housing Commissioner and Council Secretary Dr Neeraj Shukla, flats are available under various schemes such as Vrindavan Yojna, Avadh Vihar Yojna, and Munnu Kheda in Lucknow. Similar benefits will apply to properties in other cities. The flats, priced between Rs 19 lakh and Rs 1.25 crore, cover a range of categories. Around 700 units have already been sold in recent months.

In a separate initiative, 700 farmers who contributed their land for the Council’s Saumitra Vihar Yojna (Jail Road) will soon receive 900 developed plots under the state’s first project based on land pooling rules. As per the policy, 25 per cent of developed land is returned to the original landowners. Deputy Housing Commissioner Chandan Patel said the plot sizes will range from 40 to 300 square meters. Once distribution is complete, RERA registration and public bookings will begin, likely within a month.
The Housing Council board has approved the implementation of the Uttar Pradesh Development Authority Building Construction and Development Bylaws and Model Zoning Regulations 2025. With this, housing and commercial constructions will now be permitted simultaneously on 24-meter roads under council plans. Earlier restrictions on building heights have also been lifted, paving the way for more flexible urban development.
In Ayodhya, the Housing Council is currently processing registration for 312 plots under the Greenfield Scheme. Of these, 185 plots have already been booked within a few days. Seeing the strong response, the council plans to begin a fresh round of plot registrations in the coming weeks.
In another administrative update, the Council has amended the Clerical Service Regulations 1980. The required typing speed for stenographer selection has been revised—now set at 80 words per minute (wpm) in English and 25 wpm in Hindi, down from the earlier 100 wpm and 30 wpm, respectively. This brings uniformity in clerical eligibility across departments.

The Lucknow Development Authority (LDA) will conduct the Pradhan Mantri Awas Yojana lottery from July 24 to 26 at Mars Auditorium, Indira Gandhi Pratishthan. Out of the 9,238 people who applied two years ago, 7,794 were found eligible. The lottery will be held for flats built under the Basant Kunj Yojana. The delay in the process occurred due to an investigation by the District Urban Development Agency (DUDA).
