Meerut Road Projects pdate: Meerut Development Authority (MEDA) has announced a series of projects worth Rs 300 to solve the problem of traffic jams in the city. Work has already begun on some of these initiatives, with major focus on the construction of the Ring Road and the widening of the Bijli Bamba Bypass, both now included in the first phase of development.
In total, MEDA has identified 12 key projects for phase one, but with the addition of the Ring Road and Bijli Bamba Bypass, modifications to the original plan are expected. MEDA has reserved Rs 100 crore for the ring road with DPR being prepared by RITES Ltd. for Bijli Bamba bypass.
Earlier, on October 8, MEDA organised a hackathon to gather innovative solutions for the city’s traffic problems. The projects have been divided into two phases with Rs 338 crore being spent on the DPR prepared for the 12 works of the first phase, excluding the ring road and Bijli Bamba bypass. However, due to the necessity of these two projects to resolve major traffic bottlenecks, both have now been prioritised.
Regarding the Bijli Bamba Bypass, progress was stalled due to disagreements over the TDR (Transferable Development Rights) policy, which proposed land exchange benefits for widening the road. As an alternative, MEDA is considering converting the canal from Shoprix Mall to Jurranpur Gate into a culvert to keep water flowing inside the culvert.

The culvert will feature maintenance holes for cleaning. RITES is working on the estimate, and the project will proceed pending approval from the irrigation department.
Additionally, tenders have been issued for the construction of three new culverts under the traffic management plan: one on Mawana Road (Abunale Culvert), one near Lokpriya Hospital, and another near Meghdoot Square.
MEDA Plan include widening of these roads:
Hapur Adda Square to Gandhi Ashram
Tejgarhi to Muralipur Village.
Jailchungi to Bhawanpur on Kila Road.
Kankarkheda Bypass to Kailash Hospital.
Mangal Pandey Nagar drain track up to Victoria Park.
Garh Road to Rajarajeshwari Mandap.
Further Development includes:
A new road connecting Chaudhary Charan Singh University and Kila Road from behind the jail will be built.
Elevated road from Bachha Park to Tehsil.
Budhana Gate police post will be removed
The intersections of several roads including Lalkurti intersection, Toddler Park, Commissioner's residence square, Hapur Adda, road going to Baghpat, Football Square, Metro Plaza, Jail Octroi will be improved.
“Rs 100 crore has been reserved for the ring road. There were plans to widen the Bijli Bamba bypass under the TDR policy, but the farmers were not ready for this. Now it has been decided to make a culvert in the canal and build a road over it. If permission is obtained from the irrigation department, then this option can be worked upon,” said Abhishek Pandey, Vice President, MEDA.
Despite many proposals over the years to decongest traffic — particularly concerning the Ring Road and Bijli Bamba Bypass — tangible progress remained limited. In 2012, an overbridge was built over the railway line as part of the Ring Road plan, but the project stalled due to land acquisition issues, with no clear resolution from PWD or NHAI.
The Bijli Bamba Bypass has also seen numerous plans, from filling the canal to purchasing land and clearing tracks, but none materialized. Now, after years of delays, MEDA has revisited the idea of building a culvert over the canal and constructing the road above it, signaling renewed efforts to finally push these long-pending projects forward.
