Sambhal Violence Report: The three-member judicial commission formed to investigate the Sambhal violence and headed by retired Allahabad High Court judge Devendra Kumar Arora submitted its final report on Thursday. The panel also included retired IPS officer Arvind Kumar Jain and ex-IAS officer Amit Mohan Prasad.
Since the inception of the commission on November 28, 2024, the commission has paid several visits to the violence-hit areas. While the exact contents of the 450-page report has not been made public, several BJP leaders have shown confidence that the report addresses the demographic shift in Sambhal following the communal violence last year.
""The judicial commission constituted to probe the Sambhal incident has submitted its report to the chief minister," Principal Secretary (Home), Sanjay Prasad, said, adding, "We can tell more only after studying it. Further action will be taken accordingly."

”Yes, we have submitted our report to the chief minister. It's a voluminous report,” panel member and former DGP Arvind Kumar Jain, said. However, he did not disclose the exact contents of the report, calling them “confidential.” Jain also refused to comment on the reports claiming that the commission report investigates the shifts leading to a dwindling Hindu population.
What BJP Leaders Are Claiming?
BJP's Rajya Sabha MP and former DGP Brij Lal said that he is confident the report will highlight the demographic shift in the western Uttar Pradesh town.
“I have been a senior police officer and have served in various capacities across the state to know the reality. The reports suggesting a marked decline in the Hindu population will surely feature in the panel report. How can something so evident go unnoticed,” Brij Lal asked.
Meanwhile, state BJP spokesperson Rakesh Tripathi claimed, “Demographic change, as witnessed in Sambhal, is a huge threat to the country's security. The repeated communal riots in Sambhal, in which Hindus have been targeted and killed, led to the community's exodus from the town. The panel report also indicates the same.”
What Led To Communal Violence In Sambhal?
The Sambhal violence started from a dispute which dates back to November 19 last year, when Hindu petitioners, including advocates Hari Shankar Jain and Vishnu Shankar Jain, filed a suit in the Sambhal district court claiming the Shahi Jama Masjid was built over a temple. A court-ordered survey was conducted on the same day (November 19), followed by another on November 24.
Subsequently, a riot started near the Shahi Jama Masjid in Sambhal on the same day (November 24) during a routine survey of a mosque conducted by the ASI and claimed the lives of 4 people along with injuring several others.
