The Uttar Pradesh government on Thursday announced it would provide a subsidy to people willing to establish a dairy in the state. In the cabinet meeting, chaired by Chief Minister Yogi Adityanath, a proposal was approved to provide facilities under this policy equivalent to those offered in the Uttar Pradesh Food Processing Industry Policy 2023.

The state government has made a second amendment to the Uttar Pradesh Dairy Development and Milk Production Promotion Policy 2022 to promote the dairy sector and attract investment. Under this, a grant of 35 per cent of the total cost will be provided for setting up dairies in the state. A maximum grant of Rs 5 crore will be available for establishing dairy units.

Animal Husbandry and Dairy Development Minister Dharmpal Singh announced a new set of benefits replacing the existing provisions related to capital subsidy and interest subvention. 

Under the revised scheme, financial assistance of 35 per cent of the project cost (up to Rs 5 crore) will be provided for setting up dairy units as well as animal feed and animal nutrition production units. Similarly, 35 per cent of the cost (up to Rs 2.5 crore) will be offered for the modernisation of dairy plants. The same percentage of assistance (up to Rs 1 crore) will also be available for the purchase of machinery and spare parts used for traceability and quality control equipment in the field outside the dairy plant. 

Additionally, 35 per cent of the cost (up to Rs 1 crore) will be provided for setting up refrigerated vans, insulated vans, road milk tankers, bulk milk coolers, ice cream trolleys, deep freezers and other cold chain systems. Expansion of animal feed and nutrition production units will also be supported with 35 per cent of the cost (up to Rs 2 crore). 

For entrepreneurs in the micro-enterprise sector, 50 per cent of the cost (up to Rs 50 lakh) will be given for purchasing plant and machinery for the manufacture of value-added dairy products.

Besides, for electricity supply through solar energy projects, a grant of 50 per cent of the cost will be provided for projects up to 75 KVA, and women will be eligible for up to a 90 per cent grant.

The minister stated that this amendment will encourage investment in the dairy industry and also lead to the creation of new employment opportunities.
