In a major step to reduce tenancy disputes and encourage formal rental agreements, the Uttar Pradesh government has slashed stamp duty and registration fees on tenancy agreements by up to 90 per cent. A government order on the revised rates was issued on Wednesday, prompting enthusiasm among registration officials.
Until now, high stamp duty, around 4 per cent, had discouraged most property owners and tenants from registering agreements. In Meerut, only 70-80 tenancy agreements were being registered each month. Officials now expect this number to increase tenfold, potentially reaching nearly 1,000 registrations per month.

Under the new structure, the total cost of registering a one-year tenancy agreement with an annual rent of up to Rs 2 lakh has dropped from Rs 10,000 to Rs 1,000.
For five-year agreements, the fee has decreased from Rs 30,000 to Rs 3,000, and for ten-year agreements, from Rs 40,000 to Rs 4,000. Similar 90 per cent reductions apply to agreements with annual rents ranging from Rs 2 lakh to Rs 10 lakh.
Assistant Inspector General of Registration and Assistant Commissioner of Stamps, Sharma Naveen Kumar S, said the nominal fees will ensure that most property owners and tenants now opt for registration. He added that the department’s revenue is also expected to rise significantly as registrations increase.
This year, 812 tenancy agreements have been registered in Meerut till October. Officials stated that the government’s decision will not only promote transparency but also help curb illegal brokers and prevent disputes between landlords and tenants.
