The Uttar Pradesh state government has issued a strict ultimatum to all state employees, setting January 31, as the final deadline to declare their movable and immovable assets. In a significant move to ensure transparency, the government has linked compliance directly to career progression.
Strict Directive From Chief Secretary
Chief Secretary SP Goyal has issued a formal letter to all Additional Chief Secretaries, Principal Secretaries, and Secretaries, outlining clear instructions for the process.
The Platform: Assets must be declared via the Manav Sampada portal.
The Window: The portal will open for submissions on January 1, 2025 and will close on January 31.
Responsibility: Every Head of Department (HoD) has been tasked with ensuring that all subordinate officers and employees upload their declarations within this specified timeframe.
Consequences Of Non-Compliance
The government has adopted a "zero tolerance" approach for those who miss the deadline. Officers and employees who fail to submit their declarations on time will face severe professional repercussions:
No Promotions: Defaulters will not be considered for promotion.
No Deputation: Cases for deputation will not be processed.
Cadre Benefits: Any other cadre-related matters will be put on hold.
Disciplinary Action: Action will be initiated against non-compliant employees under the Uttar Pradesh Government Servant (Discipline and Appeal) Rules, 1999.
Mandatory Review In Selection Committees
The government has further clarified the long-term policy regarding these declarations.
Effect from 2026: Starting from February 1, 2026, the review of property declarations will be a mandatory agenda item during meetings of departmental selection committees.
Exemptions
The order notes that any exemptions previously granted to specific departments or categories of employees regarding asset declaration will remain in effect until further notice.
