To reduce deaths in road accidents in the state, the UP Transport Department has made helmet rules stricter. Now, upon purchasing a two-wheeler in the state, it will be mandatory for the vehicle seller to provide the customer with two separate ISI-certified helmets: one for the driver and one for the person riding pillion.
Proof of this arrangement must be uploaded to the Vahan portal along with the registration documents. According to the Transport Department, the failure of two-wheeler drivers and pillion riders to wear helmets is becoming a major cause of serious injury and death in accidents.

Under the Central Motor Vehicles Act, there is a provision for a fine of Rs 1,000 and the suspension of the driver's driving licence for up to three months for driving or riding without a helmet. The Supreme Court and the Supreme Court Committee on Road Safety have also expressed concern over the strict enforcement of helmet rules and have issued directives to states for strict compliance.
In line with these directives, the Transport Department has decided to link the availability of helmets to the vehicle sales process, so that no person buying a new vehicle takes to the road without a helmet.
On Wednesday, Transport Commissioner Kinjal Singh clarified that action will be taken against two-wheeler drivers and pillion riders who disregard the rules through regular enforcement campaigns. Additionally, steps will be taken against dealers who do not provide helmets, as per the regulations.
