In a major electoral exercise, Uttar Pradesh is set to conduct a Special Intensive Revision (SIR) of the electoral roll for the first time in approximately 22 years. The campaign, expected to begin in October, will feature a simplified verification process for a majority of voters.
Under the new campaign, an estimated 70 per cent of voters will not need to provide any documents for verification. Instead, a Booth Level Officer (BLO) will visit them at home with a pre-filled form that only requires a signature.
This streamlined process is the result of extensive preparatory work by the Election Commission. Ahead of the campaign, the commission is matching the current electoral roll with the SIR electoral roll from 2003. So far, the names of approximately 60-70 per cent of voters have been found on both lists. The Election Commission believes that this "mapping" will make the process more convenient for both voters and the BLOs by reducing the need to collect documents.
The remaining 30 per cent of voters will be required to provide one of the 12 specified valid documents for identification.
Campaign Goals And Implementation
The primary goal of the Special Intensive Revision is to ensure the electoral roll is completely accurate and transparent, allowing for fair and undisputed future elections.
During the campaign, BLOs will conduct door-to-door verification of all voters and will be required to upload the data in real-time using a mobile application.
List Of 12 Valid Documents
For the 30 percent of voters who need to provide identification, the following 12 documents are considered valid:
- Aadhaar card
- MGNREGA job card
- Passport
- PAN card
- Driving licence
- Passbook with a photograph issued by a bank or post office
- Health insurance smart card
- Smart card issued by the RGI under the NPR
- Pension document with a photograph
- Official identity card issued by central/state government, public sector undertakings, or public limited companies
- Identity card issued to MPs and MLAs
- Unique ID card issued to persons with disabilities
