Major changes in the scholarship and fee reimbursement system have raised concerns among students, as the UP Social Welfare Department has now made it mandatory to submit only the father’s or guardian’s income certificate. Previously, many students had applied using income certificates issued in their own names, and their applications are now at risk of rejection.

Under the revised system, the portal accepts only the guardian’s income certificate at the time of one-time registration. This has created difficulties for students who earlier uploaded their own certificates and are currently unable to replace them with their father’s or guardian’s certificates. In response, the department has directed officials to introduce an option allowing applicants to edit or modify the uploaded document.

The issue surfaced prominently in districts such as Varanasi and Mathura, where students were found submitting income certificates in their own names. Deputy Director and Planning Officer of the Social Welfare Department, Anand Kumar Singh, confirmed that such cases had come to light and that officials have been instructed to enable corrections.

According to scholarship norms, the annual family income must not exceed Rs 2.5 lakh for both pre-matric scholarships and post-matric scholarships for Scheduled Caste students. For other categories under the post-matric scheme, the income limit is also Rs 2.5 lakh per year. Students are required to submit their father’s or guardian’s income certificate as proof.

Meanwhile, questions are being raised regarding previous scholarship distributions that were approved on the basis of students’ own income certificates. No official inquiry has yet been ordered into how these applications were processed in earlier years, and the situation remains unclear. Director of Social Welfare, Kumar Prashant, stated that information will be sought regarding scholarships issued using student-issued income certificates.
