UP Spends Only One-Third Of Scheme Funds In Eight Months; CM Yogi Calls Review Meet

In view of the Panchayat elections next year and the Assembly elections in 2027, the Yogi Adityanath government has allocated substantial funds in the budget for numerous schemes and projects, but bureaucratic delays appear to be thwarting the government's plans. In the budget for the current financial year, approximately Rs 3.88 lakh crore was allocated for schemes alone, but in the first eight months of the financial year, only Rs 1.28 lakh crore has been spent. 

Taking seriously the fact that not even one-third of the funds for schemes have been spent, with two-thirds of the financial year having passed by November, the Chief Minister has called a review meeting on financial approvals for Tuesday. For the current financial year 2025-26, the Yogi government has made a provision of Rs 840,582.33 crore in the main budget.

Since Panchayat elections may be held at the beginning of the next financial year, followed by the Assembly elections, the government announced various populist schemes from different departments and also allocated Rs 387,647.26 crore in the budget for their implementation. It is noteworthy that despite the availability of funds, several key departments are not ensuring the swift implementation of important schemes and projects in line with the government's intentions. 

Despite a substantial administrative apparatus, from the Chief Secretary, departmental Additional Chief Secretaries and Secretaries in the administration, down to the District Magistrates and others in the field, the schemes are not gaining momentum. The situation is such that in the eight months of the financial year (until November), only 33 per cent (Rs 127,779.45 crore) of the original budget for schemes has been spent.

The Chief Minister may take strict action against officials of departments that are delaying budget expenditure, to expedite the schemes so that the benefits of various projects can reach the people of the state as soon as possible, and construction costs do not increase due to delays.
