In a major reform aimed at boosting industrial investment, the Uttar Pradesh government is preparing to implement theSingle Window Act, which will eliminate the need for entrepreneurs to approach multiple departments for No Objection Certificates (NOCs). The new legislation will mandate all departments to issue necessary NOCs within a stipulated time frame, with provisions for action against officials who fail to comply.

The move comes in response to persistent complaints from entrepreneurs about bureaucratic delays in obtaining approvals and clearances for setting up industries. According to a report jointly prepared by the Uttar Pradesh State Industrial Development Authority (UPSIDA) and Invest UP, over 600 proposed industrial units are currently stalled due to pending departmental NOCs.

On the directions of Chief Minister Yogi Adityanath, the Infrastructure and Industrial Development Department has drafted a legal framework to enhance transparency and efficiency in the single window clearance system.

The draft has been prepared after consultations with key industrial bodies and authorities, including UPSIDA, Invest UP, Greater Noida Industrial Development Authority, Yamuna Expressway Industrial Development Authority (YEIDA), Gorakhpur Industrial Development Authority (GIDA), Bundelkhand Industrial Development Authority (BIDA), and the Uttar Pradesh Expressway Industrial Development Authority (UPEIDA).

At present, entrepreneurs are required to secure approvals from nearly 23 departments, including Revenue, Labour, Pollution Control Board, Power Corporation, and the Fire Department. The new law aims to consolidate these processes and introduce fixed timelines not just for NOCs but also for building map approvals and land allocations.

Industrial Development Minister Nand Gopal Gupta ‘Nandi’ confirmed that the draft is nearly finalised and will be implemented shortly. UPSIDA CEO Mayur Maheshwari added that the law would significantly reduce project delays and encourage greater industrial investment in the state. Currently, UPSIDA offers 37 online services to entrepreneurs, and the upcoming legislation is expected to further improve ease of doing business in Uttar Pradesh.
