The Urban Development Department has rolled out an integrated billing system in six major municipal corporations of Uttar Pradesh—Lucknow, Kanpur, Agra, Prayagraj, Varanasi, and Jhansi—aimed at easing the tax payment process for citizens. Under this new system, residents will no longer receive separate bills for house tax, water tax, water value, and sewer charges. Instead, they will be issued a single annual bill starting from the financial year 2025–26.
The integrated bill will clearly mention individual charges for each service along with the total payable amount. Citizens will have the flexibility to pay the bill in lump sum, half-yearly, or quarterly installments. The initiative is expected to reduce public inconvenience and improve the efficiency of revenue collection.
Amrit Abhijat, Principal Secretary of the Urban Development Department, has issued official orders for its implementation. Municipal corporations, in coordination with Jal Nigam Urban, will compile detailed property data—such as property identification numbers, water connections, and sewerage links—within the first quarter of the current financial year to build an integrated database.
To encourage timely payments, discounts will be offered to taxpayers who clear their dues before the deadline, while late payments will attract a surcharge as per existing regulations.
The new billing system will be accessible through the e-Nagar Seva portal, enabling online payments via the website, mobile app, or designated counters. Help desks will also be set up in municipal offices to assist citizens with billing and payment-related queries. The Director of Urban Local Bodies has been instructed to ensure immediate implementation and conduct fortnightly reviews of compliance across all six cities.
