The Uttar Pradesh Government has ordered the development authorities and housing development councils to stop the construction work of buildings that are not covered with green tarpaulin or jute from all sides. The order also mandates the installation of air quality monitoring systems at construction sites within a month.
The order, issued by Nitin Ramesh Gokarn, Additional Chief Secretary, Housing and Urban Planning Department aims to prevent the increasing air pollution due to dust emanating from large-scale construction works in cities. It also instructs the developers to take effective steps to curb air pollution, which includes the following measures:

Installing barricades of 7.5 metres or 10.5 metres in height along with boundary walls at the construction sites, depending on the height of the building.

Covering the demolition and carrying away the debris, keeping the construction material covered, preventing overloading of such vehicles and ensuring sprinkling of water from the sprinkler system at the construction site.

Giving priority to the technology of using maximum debris in new construction through recycling so that pollution is reduced after the reduction of debris.

Not burning the leaves of trees at the construction site.

Conserving surrounding watersheds, reservoirs, natural drainage systems and encouraging energy-efficient buildings.

Ensuring speedy completion of construction works so that environmental impact could be reduced.
The order applies to all the public and private sector buildings under construction in the state, especially in the National Capital Region. Meanwhile, Ghaziabad, Meerut, Hapur-Pilkhua, Bulandshahr, Khurja, Baghpat-Khekra and Muzaffarnagar Development Authority have been instructed to ensure compliance with the Revised Graded Response Action Plan issued earlier for air quality management.
