Ex-servicemen and persons with disabilities will get the same discount on stamp duty that women receive. Additionally, Chief Minister Yogi Adityanath has directed that the fees for rent agreements should also be reduced. He has ordered the use of Aadhaar authentication to stop fraud in property registration. He also called for a 'single-window e-registration' system for properties allotted by development authorities.
While reviewing the work of the Stamp and Registration Department on Thursday, the Chief Minister said that a pilot project in five districts was successful. Therefore, online payment (e-payment) should now be made mandatory for all registration fees over Rs 20,000 across the entire state.
The Chief Minister also directed officials to speed up the hiring process for vacant positions to improve the department's efficiency and quality of service. Currently, there are more than 350 vacant posts for sub-registrars and clerks.
He also emphasised the need to find new ways to sell stamps and to make the commission for vendors more reasonable. He said that to provide relief to the common and middle-class people, there should be a discount on stamp duty and registration fees for rent agreements of up to 10 years. Following this instruction, the department is now considering a new system. Under this plan, the stamp duty could be set at Rs 500 for agreements with an annual rent of up to Rs 2 lakh, and Rs 1,000 for rent up to Rs 5 lakh.
During the review meeting, the Chief Minister was also informed that 99 per cent of the documents registered between 2002 and 2017 have been digitised. Currently, over 98 per cent of registrations are being done using e-stamps, and CCTV cameras are being installed in sub-registrar offices for security.
After the meeting, the department's minister, Ravindra Jaiswal, explained that since 2006, ex-servicemen and persons with disabilities have only been receiving a stamp duty discount on properties worth up to Rs 20 lakh. Since property prices have increased significantly, this discount limit will be raised soon, as per the Chief Minister's directive. It's worth noting that a decision was also made recently to give women a 1 per cent discount on stamp duty for properties worth up to per cent 1 crore.
