Following the bomb blast near Delhi's Red Fort, the Transport Department has begun a crackdown on those engaged in the business of buying and selling old vehicles (including two-wheelers and cars) in Dehradun.

The move comes as more than 80 per cent of these dealers are openly trading vehicles without the required registration.

RTO (Administration) Sandeep Saini has now summoned records. Those who have already registered will also be investigated. For those operating without registration, the numbers of all vehicles parked on their premises will be blocked in the software. The RTO has instructed all dealers to obtain an authorisation certificate.

Background Of Non-Compliance

This action follows repeated notifications from the Central Government (in December 2022 and September 2023) asking all states to ensure compliance. Acting on orders from the Transport Headquarters in Uttarakhand, the Dehradun RTO had previously ordered its implementation in all cities of the division, including Dehradun, but dealers have remained unwilling to register.

The market for buying and selling old bikes, scooters, and cars is well-established in cities like Dehradun, Haridwar, Roorkee, Rishikesh and Vikasnagar, with markets set up along main roads, in side streets and online.

New Rules And Dealer Authorisation

The government notification details the responsibilities of dealers and grants them certain authorities upon registration:

Authorisation: Registered dealers will be authorised to apply for the renewal of registration certificates, renewal of fitness certificates, issuance of duplicate RCs, No Objection Certificates (NOCs), and transfer of ownership for the vehicles in their possession.

Reporting: After a registered owner hands over a vehicle, Form-29(C) must be signed by both the owner and the dealer and sent to the Vehicle Registration Officer's office through the portal.

Transparency: The dealer must inform the Transport Department after acquiring and selling a vehicle.

How To Register

The RTO stated that to obtain an authorisation certificate, a vehicle dealer must:

- Apply in Format-29(A) on the Transport Department's Vahan portal.

- Provide their name, address, place of business, mobile and PAN numbers, GST number, and email ID.

- Pay a fee of 25,000 rupees online.

The RTO noted that the authorisation certificate will help in identifying dealers and intermediaries of registered vehicles and will also reduce the risk of fraud in the buying and selling of such vehicles.
