The Uttarakhand Power Corporation Limited (UPCL) has unveiled a roadmap to transition the state’s electricity billing to a technology-driven structure. In a proposal submitted to the Uttarakhand Electricity Regulatory Commission (UERC), the corporation has sought to implement a "Time of Day" tariff system for all consumers, excluding the agricultural category, starting from the financial year 2027-28.

Dynamic Pricing Via Smart Meters

Under the proposed system, electricity tariffs will no longer remain static. Instead, rates will be determined by consumption data gathered from smart meters. Charges will fluctuate based on demandrates will be higher during peak hours and lower during non-peak or off-peak hours. UPCL states that this mechanism, grounded in accurate real-time data, will empower consumers to exercise better control over their usage while simplifying demand management for the state.

Green Energy And Digital Push

In addition to the tariff restructuring, UPCL has proposed continuing the prepaid metering scheme and maintaining the existing discounts for online bill payments to promote digital transparency. The corporation also intends to make a "Green Power Tariff" available to all categories of consumers, a move aimed at promoting clean energy and consumer convenience.

Revenue Requirements And Infrastructure Investment

UPCL has filed a detailed petition with the UERC regarding its Annual Revenue Requirement (ARR) for the financial year 2026-27. The corporation has projected a revenue gap of Rs 2,036.99 crore. This figure accounts for rising power purchase costs, estimated distribution losses of 12.25 per cent, and essential capital investments in transmission and distribution networks.

The corporation argues that recovering this amount is crucial for maintaining financial stability, integrating new technologies, and ensuring high-quality, uninterrupted power supply.

Impact On Consumers

The petition clarifies that the financial burden on Below Poverty Line (BPL) consumers has been minimised, with no proposed increase in their fixed charges. Revisions for other categories are linked to necessary infrastructure upgrades and service improvements.

Public Feedback Invited

The Uttarakhand Electricity Regulatory Commission has invited suggestions and objections regarding UPCL’s petition from consumers, social organisations, and other stakeholders. Interested parties can submit their feedback by January 31, 2026.
