Government employees in Uttarakhand will now benefit from a relaxation in the qualifying service period required for promotions. The administration has issued the Uttarakhand Government Servant Promotion (Relaxation in Qualifying Service) Amendment Rules to facilitate this change.
A key clarification has been made: the relaxation period granted to an employee will now be included when calculating the total service period for all subsequent promotions.
The Problem Solved
In many state government departments, an issue was noted where the exemption granted in the qualifying service for an initial promotion was not being counted for the next promotion.
While employees received a one-time relaxation to move from one post to another, that exempted time was not being calculated when determining their eligibility for subsequent promotions to senior posts, which have their own specific service period requirements. The administration has now amended the rules to address this discrepancy.

How The New Rule Works: An Example
The administration has clarified the new rule with the following example:
- If the minimum service period for promotion from Post A to Post B in a cadre is six years (which includes a two-year probation period and four years of regular service).
- An employee might receive a 50 per cent relaxation on the regular four years of service, which equals a two-year relaxation for that promotion.
- Later, when that employee is being considered for a higher post that requires a minimum service of 18 years, they will now be eligible for this benefit after completing 16 years of service.
- This is because the original two-year relaxation will be counted towards their total service eligibility.
- Following a decision by the Cabinet, the order in this regard has been issued by the Secretary for Personnel, Shailesh Bagauli.
