The Uttarakhand government has approved two major initiatives aimed at supporting meritorious students from the state’s schools and colleges in preparing for competitive examinations.
To bridge the gap in coaching resources for students in hilly and remote regions, the state cabinet has cleared the Mukhyamantri Yuva Unnayan Yojana. Under the scheme, 10,000 students from government schools studying in classes 11 and 12 will receive free online coaching every year for competitive exams such as JEE, NEET and CLAT.

A screening test will be conducted for students currently in Class 10 and those who have passed Class 10 and enrolled in Class 11. In the first phase, coaching will be provided for JEE, NEET and CLAT, while exams like NDA and SSC will be included in the second phase. Reputed coaching institutes will be selected via a tender process, and the government will spend around Rs 10,000 per student annually.
Students will receive online study materials, video lectures, doubt-clearing sessions, practice papers, and weekly mock tests. A digital dashboard will be provided to teachers for real-time monitoring, while nodal teachers will be appointed at the school level. Digital equipment will also be supplied to selected schools. Monitoring will be carried out by Block, District and Chief Education Officers.
The cabinet has also approved the Mukhyamantri Yuva Bhavishya Nirman Yojana, aimed at students pursuing higher education. Under this scheme, students enrolled in state universities, government and grant-in-aid colleges will receive free online coaching for a wide range of competitive exams.
These include civil services, defence services, railways, SSC, banking, as well as entrance tests such as CAT, MAT, GATE, NEET and CSIR. National-level coaching institutions will be selected for conducting classes, which will feature live online sessions, AI-based learning tools, real-time performance tracking, weekly mentorship, counselling, and bilingual study materials.
Recorded videos, downloadable notes and practice papers will also be made available. The government says the initiative will expand opportunities for Uttarakhand’s youth and equip them to compete strongly at the national level.
Together, both schemes aim to empower thousands of students by providing high-quality coaching at no cost, helping them build brighter and more competitive futures.
