The Uttarakhand government has launched a new digital system to curb fraud and malpractice in land transactions across the state. The 'Swabhoomi' app, which went live as a statewide pilot project on Friday, aims to make property purchases more secure by providing buyers with complete, verifiable information online before any sale is finalised.
Preventing Fraud With GIS Technology
The app's core feature is a GIS-based identification system designed to prevent a common form of fraud where a buyer is shown one plot of land but the deed is executed for another. Using the Swabhoomi app, the exact location of a property can be verified by its precise latitude and longitude. This ensures the land being registered is the same one that was shown, and the data is recorded on the official departmental land map (bhu-manchitra).
Empowering Buyers With Comprehensive Information
Before making a purchase, prospective buyers can use the app to conduct thorough due diligence. Key features include:
Ownership History: The 'e-Search' function allows users to view the complete ownership history of a property.
Land Records: Land records (bhu-lekh) and the record of rights (khatauni) can be accessed free of charge.
Outstanding Dues: The system provides a clear picture of any outstanding dues, including house tax, water tax, and electricity bills.
Valuation: Users can get accurate information on land valuation, stamp duty, and registration fees.

Streamlined And Paperless Registration
The Swabhoomi app simplifies the entire process with a user-friendly interface that requires only a mobile number and OTP for signup. It enables a nearly 'paperless' registration, allowing applicants to complete most formalities from home. A single visit to the sub-registrar's office is required only for finalisation. Once the registration is complete, the deed and all related data are automatically transferred to the online system, eliminating the risk of future disputes.
This new system is expected to be particularly beneficial for farmers, as accurate and verifiable land records will make it easier for them to secure bank loans. Overall, the app is designed to bring transparency and security to the state's real estate sector.
