India has strongly criticised Pakistan for its ongoing patronization of terrorism and cross-border infiltration, saying there has been "no let-up" in terror efforts aimed at India. In its formal Ministry of External Affairs (MEA) report for 2024, the government of India said Pakistan needs to take tangible, verifiable and irreversible action to shutter terror groups using its territory. The report stated that several UN-listed terrorists and proscribed terror organizations have been freely operating in Pakistan. The MEA pointed towards the inability of Pakistan to bring the 26/11 Mumbai terror attacks masterminds to justice as evidence of Islamabad's insincere intentions to fight terror.
Tensions between India and Pakistan spiked sharply last April after the Pahalgam terror attack, which resulted in the deaths of 26 individuals. The Indian armed forces responded with precision strikes on nine terror locations in Pakistan and Pakistan-occupied Kashmir (PoK), demonstrating India's determination to take action against cross-border terrorism.
Cross-Border Terrorism And Propaganda
The MEA report highlighted that Pakistan-backed cross-border terrorism is India's central security issue. Islamabad has yet to respond to repeated pleas and not lived up to its January 2004 pledge to ensure that its territory will not be used against India for any terror activity. Aside from terror attacks, Pakistan continues to pursue an "aggressive and fabricated disinformation campaign" across the world to defame India, the ministry added.
The report exposed proof of a state-sponsored terror network, mentioning the seizure of weapons of military grade, drones, encrypted communication gear, and the detection of underground bunkers used for incursion. Arms smuggling and drug trafficking along the Line of Control (LoC) and the International Boundary also highlight the extent of state-sponsored terror activities, India added. India has persistently put the issue of cross-border infiltration, ceasefire violations, unauthorized development along the border, and breaches of bilateral agreements on various bilateral and multilateral forums, including the United Nations. The government feels that its persistent diplomatic efforts have increased international sensitivity to Pakistan's policy of using terrorism as an instrument of state policy.
Persecution of Minorities In Pakistan
The MEA report also expressed grave concerns about the treatment of minority communities in Pakistan. India has consistently raised acts of vandalism and desecration of places of worship, forced conversions, abductions, discrimination, and killings of religious minorities with Islamabad. The government asserted that it will continue to raise its voice against atrocities on minorities in Pakistan and ensure that the international community is well-informed about such human rights abuses. "The Government of India, has regularly come across reports of atrocities committed against the minority communities in Pakistan, including various incidents of intimidation, persecution, killing, abduction, forced conversions and forced marriages. It is the responsibility of the Government of Pakistan to discharge its constitutional obligations towards its citizens, including those from the minority communities. Based on the reports of atrocities against minorities in Pakistan, the Government of India has, from time to time, taken up the matter with the Government of Pakistan and asked it to take steps to protect and to promote the safety, security, and well-being of its minority communities," MEA stated.

In conclusion, the MEA reiterated that India "completely and unequivocally rejects" Pakistan's propaganda attempts and interference in India's internal affairs. New Delhi stands firm on its policy of zero tolerance towards terror and is committed to taking all steps to ensure its national security and citizens.
