A fresh US Congressional Research Service (CRS) report has revealed that Pakistan continues to shelter several terrorist organisations, mostly threatening India. The report asserted that these organisations continue to flourish in Pakistan despite military operations and assurance from Islamabad. Pakistan, on numerous occasions, claimed that no terrorist organisation operates from its soil. However, the reports suggest the terrorist activities have significantly increased in the past few years.

The report revealed that some of the most brutal terrorist organisations, including Lashkar-e-Taiba and Jaish-e-Mohammed, continue to flourish under the Shehbaz Sharif government. These organisations were behind some of the deadliest attacks in India, such as the 2008 Mumbai attacks, the 2001 attack on the Indian Parliament, and the Pahalgam terror attack in 2025.

"Several major military offensives, including airstrikes, and hundreds of thousands of 'intelligence-based operations' have failed to defeat the numerous U.S.- and United Nations-designated terrorist groups that continue to operate on Pakistani soil," the report said.

The report revealed that the southeastern country has witnessed a sudden surge in terrorism in the past four to five years. While the fatalities reduced to around 400 back in 2019, the number surged to over 4,000 in 2025, the highest in over a decade, the report revealed. However, it also emphasised that these activities increased since the Taliban took over control in Afghanistan in 2021.

As per the report, most of these organisations are "animated by Islamist extremist ideology" and fall into several categories, including globally oriented, Afghanistan-oriented, India- and Kashmir-oriented, domestically focused, and sectarian outfits.

Tehrik-i-Taliban Pakistan, a terrorist organisation determined to impose Sharia law in the country, is considered dangerous for the country. With over 3,000 fighters, the terrorist organisation has caused severe attacks in Pakistan. The report confirmed that despite global appeal and military operations, terrorism continues to flourish in Pakistan.
